Hampden County Release Records Explained
A release is an exit from one legal status or one agency’s population. It is not always freedom from all custody. The Massachusetts admissions and releases definitions include bail, personal recognizance, time served, sentence expiration, parole, probation, court release, transfer, death, and a change in legal status while a person remains incarcerated. HCSO uses an especially useful local phrase, “Release to Community,” for people who physically leave custody for the community. Transfers to another agency or facility and commitments to MA DOC are counted apart.
The last custodian controls the first record to seek. Hampden County Correctional Center holds both pretrial detainees and sentenced residents. The regional women’s center may hold someone on a case from another county. The Recovery and Wellness Center is a minimum-security step-down placement, while Stonybrook is primarily a civil Section 35 treatment setting. One generic “inmate release” label would blur those legal differences.

A person’s absence from a roster is not proof of release. HCSO does not publish a public name roster, and an agency transfer can look like an exit.
What Hampden Release Records Show
The best record identifies the person, the custody that ended, the actual event time, the legal type, and the destination. Under 103 CMR 918, a county correctional facility maintains a case record with legal, court, sentence, identification, classification, program, community-program, and parole material as applicable. Intake content includes a photograph, booking number, name, aliases, and other identifying facts. That rule proves a richer internal record exists than the HCSO public website shows, but access can still be limited by CORI, privacy, court sealing, juvenile, medical, investigatory, or security rules.
A narrow field request is more useful than asking HCSO to create a new report. The following inventory describes the existing event details that can distinguish release from transfer:

Request Hampden County Release Records
HCSO publishes no online named release record. Its Records Access Officer page is the official path. Assistant Superintendent Theresa S. Finnegan, General Counsel, accepts written requests by email at theresa.finnegan@SDH.state.ma.us, by fax at (413) 589-1851, or by mail to HCSO, 627 Randall Road, Ludlow, MA 01056. The (413) 858-0164 phone line is open Monday through Friday from 8 a.m. to 3 p.m. for process questions or request-status checks. The page states that telephone and voicemail requests are not accepted.

This channel reaches the custodian of county booking and release events rather than a commercial name index.
- Give the exact name, variants, date of birth or birth year when lawfully known, facility, approximate date range, and booking number or court docket if available.
- Ask for the existing booking event and final release or transfer event, including date, time, facility, type, destination, and booking number.
- Identify a booking photograph separately if it is needed. Allow the agency to redact exempt material and ask for electronic production.
- Request an itemized fee estimate before work exceeds an amount you choose. HCSO posts no special release-record or photograph fee.
- Keep the written response. A denial or incomplete production should identify the legal basis and preserve the route to the Supervisor of Records where applicable.
M.G.L. c. 66, § 10 generally requires access or a compliant written response within ten business days, subject to extensions and exemptions. It does not promise full production in that span. Black-and-white paper copies can cost five cents per page, while electronic delivery is favored. The statewide schedule sets internal minimum retention periods, including different periods for institutional case records, mittimus files, house-of-correction records, detainee files, civil commitments, photographs, and discharge indexes. Retention does not guarantee disclosure.
Sealing restricts ordinary public access. Expungement can destroy access to records covered by an order. Neither process should be bypassed by reconstructing protected information from old fragments.
Hampden Releases to Community
HCSO’s 2023 Release Report recorded 5,335 Release to Community events. It separately counted 392 transfers to other agencies or facilities, 131 commitments to MA DOC, and 1,014 people still in custody at year end. Those dated event and population measures are not a live name list. Their value lies in the distinction: the Sheriff’s own data does not treat every exit from one placement as freedom.
Massachusetts Cross-Tracking can filter aggregate Hampden Sheriff admissions and releases. It draws from HCSO’s Jail Management System and protects names, so it supports trend research only. It cannot identify a released person or replace an event request.
Hampden Bail Release Hold Review
Hampden’s bail process is mittimus-specific. The Main Institution bail page says an Intake Supervisor reviews other legal holds before release. Payment on one matter therefore does not show that the person walked out. Another warrant, commitment, detainer, or case can keep custody in place.
An ELMO electronic-monitoring condition adds another local wrinkle. When the bail mittimus requires ELMO, HCSO holds the person for transport to the next session of the issuing court, subject to other holds. The signed mittimus and payment prove action on that case. When Hampden Bail Releases Process
The Western Massachusetts Regional Women’s Correctional Center publishes bail processing at 4 p.m. on weekdays and at 9 a.m. and 4:30 p.m. on Saturdays and Sundays. Those are WCC bail times. They are not a universal schedule for sentence expiration, video court release, agency transfer, Stonybrook discharge, or holiday processing.
The Main Institution publishes no single daily release time. A release may depend on court paperwork, payment, hold review, transport, electronic-monitoring instructions, account work, or a receiving agency. For a same-day event, verify the facility, the type of release, and the completed HCSO event rather than promising pickup at a general hour.
Travel After a Hampden Release
The Main Institution links the PVTA B12 route from its official facility page, making public transit a locally endorsed lead for the Ludlow campus. The schedule PDF blocked automated research access. Current stops, service days, and times should be confirmed directly with PVTA before anyone plans a ride.
Release location matters. The Main Institution and Stonybrook share the Randall Road campus, WCC is in Chicopee, and WMRWC is on Mill Street in Springfield. A transfer to court or another agency ends HCSO custody at a different point than a community exit. Ask for the destination field before arranging transportation.
Find Hampden County Released Inmates
Start with the last known custodian, not a broad name database. HCSO custody, state prison, federal custody, immigration detention, court supervision, and a civil treatment commitment use separate systems. A search failure in one says little about the rest.
- Collect the exact name, spelling variants, birth information, booking or commitment number, approximate date, and last known facility.
- For HCSO custody, locate the controlling docket and submit a narrow release-event request to the HCSO RAO.
- For state custody, use Massachusetts VINELink with the full first and last name or commitment number, then request MA DOC movement records if needed.
- Read a public court docket by exact docket number for the disposition, sentence, probation, warrant, and later events.
- Follow any transfer to the receiving sheriff, MA DOC, BOP, ICE, court, police, or other authority.
- Preserve the source, access date, exact status text, and record identifier. Never translate “not found” into “released.”

Massachusetts Release Search for Hampden
The phrase “DOC offender search” needs a Massachusetts-specific limit. The official MA DOC locator instructions direct the public to VINELink or (866) 277-7477. Only MA DOC participates in Massachusetts VINE. It does not cover someone held solely by the Hampden County Sheriff.

Use a commitment number when known, or a complete first and last name. Compare the reporting agency, facility, identifier, status, and status date. If a result says released or out of custody, preserve the exact words and access date. VINE is a status and notification system, not the archival release certificate. The public instructions do not promise a permanent released profile, photograph, supervision office, or projected-date field.

Hampden Release Dockets and Courts
MassCourts public access can preserve arraignment, bail, dismissal, plea, sentence, time served, probation, violation, and termination events after custody ends. Yet the docket proves judicial action, not the exact time the person passed through a facility exit. Compare it with the HCSO or DOC release event.
Most public online Massachusetts criminal cases require the exact docket number. Name-search instructions apply mainly to civil cases. The originating clerk is often the key to finding that number, especially for the regional women’s center. HCSO’s 2023 report found that only 35.4% of 817 pretrial women released to community from WCC had Hampden cases, while 45.9% had Worcester cases. A Chicopee facility address does not make every docket a Hampden case.
Hampden adult criminal matters may run through Superior Court or the Springfield, Chicopee, Holyoke, Palmer, or Westfield District Courts. Search the court that issued the mittimus. When a WCC record names another county, follow that court rather than forcing the search into Hampden.
Hampden Release Supervision and Support
Parole and probation are separate post-custody systems. Parole is conditional release from a custodial sentence under the Massachusetts Parole Board. Probation is imposed through the Trial Court and may follow incarceration or begin without it. A parole grant is not proof that release was executed, while a probation term in a docket does not time-stamp the jail exit.
Parole Region 5 at 436 Dwight Street in Springfield is the named local field office, but it is not an unrestricted public name locator. Probation is tied to the sentencing court. Published life-sentence calendars and Records of Decision cover specific parole matters; other records can require a tailored request or authorization. HCSO’s All-Inclusive Support Services is a noncustodial navigation point at 736 State Street in Springfield. Its official page also describes a Holyoke satellite. AISS can connect people with post-custody resources, but attendance does not prove parole, probation, or a release date.
Hampden Release Funds and Property
HCSO states that remaining account funds can be collected at the Main Institution public-lobby window Monday through Friday from 8 a.m. to noon and 1 p.m. to 3 p.m., subject to change. That is a post-release logistics detail, not evidence that a named person has been discharged.
A separate HCSO property rule allows release to an approved outside person with photo identification on Monday, Wednesday, and Friday from 9 a.m. to 3 p.m. The source does not describe those times as the full final-discharge property process. Call the facility before travel and keep account pickup, outside-person property exchange, and the actual custody event as distinct questions.
Federal Releases Linked to Hampden
Hampden County has no identified active BOP prison or dedicated ICE detention center, but HCSO can transfer a person to another authority. The BOP Inmate Locator generally covers federal records from 1982 forward. “Released” or “Not in BOP custody,” usually with a date, proves that BOP no longer holds the person. It does not rule out supervision, state or local custody, or ICE.

The federal locator supplies the second half of a transfer inquiry only when BOP actually became the custodian.
ICE ODLS searches by A-number and country of birth or by identity fields. ICE says qualifying people released from its custody can remain visible for 60 days. No result can also reflect spelling, transfer, delay, exclusion, age limits, or the end of that short window. When HCSO records “release to immigration,” report two events: exit from county custody and the separate ICE outcome.
Hampden County Release Facilities
Four current HCSO custodial sites require different release language:
- Hampden County Correctional Center (Main Institution) holds pretrial and sentenced people and processes bail, court, sentence, supervision, step-down, and transfer exits.
- Western Massachusetts Regional Women’s Correctional Center serves multiple counties, so the originating docket may be outside Hampden.
- Western Massachusetts Recovery and Wellness Center is a minimum-security and community-based step-down site where movement is not always discharge.
- Stonybrook Stabilization and Treatment Center primarily handles civil Section 35 commitments, which must not be described as ordinary criminal sentences.
No active MA DOC prison, BOP prison, or dedicated ICE detention facility was identified inside Hampden County. The former Alabama Street Pre-Release Center is historical and is not part of the current four-site page set.
